Nuclear deal and our clueless politicians...
I can understand politicians like Lallo Prasad or Bal Thackeray being totally ignorant about how powers are separated under the US constitution and that the law passed by the US congress does not have any binding impact on India. But Arun Shourie....
Mr. Shourie - Under the US constitution, foreign policy is the exclusive domain of the President. The Hyde Act now allows the US President to negotiate a civilian nuclear co-operation agreement with India. The President can also alter some of the language in the law by adding comments to the legislation that he finally signs. This President has been prolific in changing the meaning of legislation through his signing comments.
Both of these together mean that President Bush can sign a 123 agreement with India which are well within the guidelines of the July 18th agreement.
Responsible politicians should not use this for partisan political purposes and mislead the Indian public...
